The State Board of Education (SBOE)

The Texas Education Agency provides this information about the purpose of the SBOE.

The State Board of Education is a 15 member elected body charged with "establishing policy and providing leadership for the Texas public school system." The board:

  • designates and mandates instruction in the knowledge and skills that are essential to a well-balanced curriculum;
  • approves and determines passing scores for the state-mandated assessment program;
  • oversees the investment of the Permanent School Fund;
  • approves the creation of charter schools; and
  • adopts regulations and standards for the operation of adult education programs provided by public school districts, junior colleges and universities.

The SBOE has three standing committees that include:

  • Committee on Instruction - curriculum and instruction, student testing, vocation and special education programs, alternatives to social promotion
  • Committee on School Initiatives - charter schools, long range plan for public education and rules proposed by the State Board of Educator Certification.
  • Committee on School Finance/Permanent School Fund - school finance and the Permanent School Fund

15 SBOE Districts

Texas is divided into 15 geographic areas called Districts. Each district elects one person to serve a 4 year term. The elections are partisan requiring Republican and Democratic candidates to run in their own primary held on the first Tuesday in March. The winners of the primaries run in the general election held on the first Tuesday in November.

*Part of Travis County is in SBOE-10.  The rest of Travis County is in SBOE-5.
